The president rejected that line of thinking, making the case that mandates are created by presidents with ideas, and he was going to follow through on the ideas that he ran on."

These people have no clue. Rush Limbaugh and all the chattering class of "conservative" Republicans went overboard on Bill Clinton's narrow popular vote victory. Rush Limbaugh even said over and over on his program that "Clinton did not have a mandate". Ever wonder how many times Rush said GWB had no mandate? Zero, even though Bush outright lost the popular vote in 2000 and needed the federal courts (Supreme) to get him in office.
